Look, I don't want to be that stubborn guy, but I've had a lot of experience running league format tournaments now and the requesting of a host 30 minutes before the match is only going to cause more problems than it fixes. Good luck with that.
Feel free to provide a list of problems it will make.the biggest problem I see is some teams getting a host flag.
It makes it significantly easier for teams to get host flags even if they would ordinarily would be fine and still be ready to play the match. I guarantee you right now over half the league probably skipped over this without interpreting it, so when a team who did read the rules cares enough to enforce it, then we're going to have problems. Based on past experiences, I think you guys won't want to end up giving a penalty for this, because it has almost no bearing on the match whatsoever, but the team making the accusation will be completely justified because of the ruleset. So here's my question: why do you guys want to put yourselves into this situation, when the rule has no affect on which team was better that day? How is this going to have an overall positive affect? Instead of asking me why I should provide a list of problems on the rule, I think it'd be perfectly fair to ask for a list of things this will fix. To me, this is a don't fix what isn't broken ordeal, and I don't think that the message will have gotten through to every team signed up right now.
To TLDR, the potential benefits I see to this rule will actually be annoying to teams if anything, and it will cause more uncomfortable disputes you don't want to follow up on than just leaving the rule alone would do to begin with.
Also, I highly recommend rewording the second part of the rule also, like others have mentioned, if not done already.
